As large scale infrastructure projects continue to dominate the Brazilian landscape in the run up to the 2014 World Cup and 2016 Olympics, the sophistication of the country’s public procurement bar is expanding. Our research finds 12 leading lawyers in this discipline compared with last year’s 11.
Pinheiro Neto Advogados is once again the best represented firm in this chapter, with four lawyers listed. Julio Cesar Bueno brings extensive construction and real estate expertise to the table in public projects and sources also highlighted his “first rate” dispute resolution and civil law acumen. Ricardo E Vieira Coelho’s corporate law knowledge and experience in the natural resources and energy sectors earn him a prominent listing in this chapter. Ricardo Pagliari Levy is “very well known and respected” for his work in government and administrative contracts, utility concessions, public private partnerships and disputes, while corporate and regulatory law specialist Marcelo Viveiros de Moura is a “wonderful practitioner” according to peers.
Tostes e Associados is one of three firms to field two representatives in this chapter. André Hermanny Tostes has a diverse practice, encompassing tax, environmental, administrative and competition law expertise, and sources describe him as “world class”. The “great” Barbara Fialho Secco’s is also praised for her administrative work as well as her “strong” disputes record.
Carlos Ari Sundfeld is the founder and president of the Brazilian Public Law Society and has participated in the formulation of numerous regulations, such as the Federal and State of Minas Gerais laws of public private partnership. A “legendary figure” in the national public law bar, Sundfeld represents his own eponymous firm in this chapter, at which Vera Monteiro is also highly regarded.
At Machado Meyer Sendacz e Opice Advogados, José Roberto Opice is praised for his work in infrastructure and project development, corporate and financial law and competition issues. Antonio Corrêa Meyer’s practice combines corporate and infrastructure work with a strong IP and technology focus.
