Capital Markets in the CIS

This chapter features 15 stand-out lawyers from four jurisdictions who provide exceptional expertise for clients’ capital markets transactions. While this industry’s lawyers in the region experienced less work in early 2010, many reported during our research that they are now actively involved in a number of projects as confidence has steadily re-entered the market.

At Magisters, the “first-class” Olga Khoroshylova is head of the firm’s Kiev capital markets, banking and finance group and advises a range of clients on syndicated lending, debt capital markets, IPOs, structured finance and public private partnerships. Andrew Mac is a managing partner in the Kiev office and combines a strong M&A practice with his investment, securities and privatisation work.

The “well known” Serhiy Chorny heads the banking and finance/capital markets team in the Kiev office of Baker & McKenzie. He headed the first Eurobond issuances and securitisations in Ukraine. Vladimir Dragunov is based in Moscow and specialises in commercial, corporate and foreign investment issues.

At Linklaters CIS, Dmitry Dobatkin is considered an “authority” regarding equity and debt capital markets and advised ABN AMRO, Dresdner Kleinwort, JP Morgan and Morgan Stanley on a US$10.6 billion IPO of Rosneft.

Glib Bondar of Avellum Partners provides “practical” counsel and has wide ranging experience advising borrowers and lenders on Eurobond issues, corporate debt offering transactions, securitisation and structured finance.

Maksim Salahub is based in the Belarus office of Sorainen Law Offices and is noted for his extensive experience in foreign investments and cross-border M&A transactions. Tatiana Emelianova at Minsk-based firm Vlasova Mikhel & Partners provides “highly sought after” counsel.

The “superb” Alexey Kiyashko is based in the Moscow office of Skadden Arps Slate Meagher & Flom LLP and has advised Citigroup, Goldman Sachs, Morgan Stanley and Deutsche Bank in recent matters. From Cleary Gottlieb Steen & Hamilton LLP, Murat Akuyev focuses on securities offerings, joint ventures and cross-border transactions concerning Russian companies.

Kiev-based and “highly respected” Armen Khachaturyan chairs the banking, finance and securities group of Asters and has advised Morgan Stanley, Citigroup, Standard Bank and BNP Paribas. Igor Verkhovodko is a partner at Belarusian firm Businessconsult and is described as “outstanding”. Arthur Iliev of Clifford Chance LLP focuses his practice on financial markets, derivatives and securities.

Alexander Timofeev of Liniya Prava is also listed. He focuses his practice on the issuance and placement of securities and corporate management. The “client-focused” Roman Alloyarov at Omni Law Firm regularly advises on various aspects of Azerbaijani law related to securities that includes Eurobond issuances, derivative and repo-transactions.
