Most Highly Regarded Firms: Argentina 2008 - Regulatory Communications

In recent times the Argentine government has worked to deregulate the telecommunications network, a move that has increased investment and competition in the sector. The National Communications Commission was created in 1996 to monitor the industry, to penalise anti-competitive conduct and to represent communications companies internationally.

Our research has identified eight practitioners across five firms who are considered experts in regulatory communications.

M & M Bomchil offers dedicated advice in this sector, its team is supported by members of other departments to help with tax and litigation matters, among other things. Three members of the firm appear in this chapter: Francisco Gutiérrez, Héctor María Huici and Nestor Jose Belgrano. Gutiérrez is the head of the communications section of the economic regulation and administrative law department. He has advised national and international telecommunications authorities and has a "deep understanding of the industry". Huici specialises in regulatory work and has a "vast experience" in the telecommunications sector. He has advised companies in the negotiation of interconnection agreements and agreements between telecoms service providers. Belgrano has assisted several telecommunications companies in the negotiation of syndicated loans and project financing to fund the construction of their telecommunication networks. He is "well regarded" for his experience in the field.

Alejandro Fargosi of Estudio Oyhanarte & Fargosi was described as an "expert in the industry". He was repeatedly commended to us in our research.

Ramon Ignacio Moyano of Estudio Beccar Varela came "highly recommended" by one source, who said that he was a "top choice" in the region. He has worked on telecommunications and broadcasting issues as well as giving advice on the regulation of the internet.

Alberto Jorge Rivera is head of Marval O'Farrell & Mairal's telecommunications and broadcasting law department. His work in the sector has included privatisation processes, mergers and acquisitions, and project financing. He is known for his "outstanding dedication to his clients' needs".

Pablo Arancedo of Arancedo Galli Abogades y Consultores was said to be "hard-working and intelligent" and has scored highly in our research.

Juan Manuel Alvarez Prado of Alvarez Prado & Asociados has an "excellent understanding of his clients' needs". He recently provided legal advice to SES Americom.
